Processing Fee, Registration Fee & Renewal Fee in Kerala e-Procurement

1. Background – Why Processing Fee Is Collected

The Government of Kerala has implemented the e-Government Procurement (e-GP) System to ensure transparency, efficiency, and real-time monitoring in public procurement. Kerala State IT Mission (KSITM) is the implementing agency.

As per G.O.(Rt) No.159/2025/ITD dated 11-07-2025, Government has approved a self-sustaining revenue model for the e-Procurement system by levying prescribed fees from bidders.

2. Types of Fees Applicable

(a) Processing Fee (Per Tender / Per Bid)

• Mandatory for every tender bid
• Calculated based on tender value
• Payable at the time of bid submission
• 18% GST applicable

(b) One-Time Registration Fee

₹500 + 18% GST (Payable once)

(c) Annual Renewal Fee

₹100 + 18% GST (Payable every year)

3. Registration Fee – Step-by-Step

1. Login to Kerala e-Procurement Portal
2. Upload registration document
3. Redirect to SBI MOPS payment gateway
4. Complete online payment
5. Bidder becomes eligible to submit bids

Payment Verification:
Pay Online → SBI MOPS → Payment Verification

4. Processing Fee During Tender Submission

• Collected at the time of bidding
• System auto-calculates fee
• Paid along with Tender Fee and EMD
• Bid submission allowed only after payment
